ALBANY-New York National Guard members add a flag honoring POWs to the American flag flying at half-staff at the Empire State Plaza at the direction of New York Governor Andrew M. Cuomo in order to recognize the late Sen. John McCain on Tuesday, August 28. Cuomo directed that POW/MIA flags be added to flagpoles on four state government buildings in Albany and be flown at half-staff in honor of the more than five years McCain spent in captivity as a prisoner of war in North Vietnam. POW/MIA flags will be flown at half-staff on the New York State Capitol, Alfred E. Smith Building, New York State Executive Mansion, the Empire State Plaza, and at OGS state office buildings across the state in the same manner.
