New York National Guard Child & Youth Program

The New York National Guard Child and Youth Program (NYNGCYP) exists to provide military child and youth with valuable opportunities for networking and skill development. Started in 2006, the New York National Guard Child and Youth Program has continued to grow both in numbers of participants and numbers of volunteers. Building on its philosophy of providing social, emotional and academic support to military children and youth, the NYNGCYP works to increase awareness of challenges facing military children and youth as well as the resources available for these individuals.

Our mission is to prepare our diverse population for success in a dynamic global society, by providing leadership, resources, services, and education, and to insure that the structures, programs and services of the child and youth program reflect the unique needs of all military youth.

Army Fee Assistance (AFA)

Army Fee Assistance (AFA) was created to assist qualifying Army Sponsors with the cost of off-post child care allowing Families to pay fees comparable to those charged at an installation. If you do not have access to an on-installation child care provider, you may be eligible to participate in AFA. The benefit is available to children from birth through 12 years of age.

Children must be enrolled in child care a minimum of 16 hours per week in order to qualify for AFA. The AFA will be paid directly to the Sponsor’s child care provider and their statement/bill should reflect the reduction in cost that will result from the AFA.

To be eligible, the sponsor must be one of the following:

  • ARNG Activated
  • ARNG Deployed
Army Reserves
  • AR Activated
  • AR Deployed
Army
  • Army Active Duty

  • Department of Army Civilians
Wounded Warrior

For Sponsors who are married, or single sponsors with a partner, the spouse/partner must be working, attending school or looking for work and/or enrolling in school and need child care a minimum of 16 hours per week. For those spouse/partners seeking employment or enrolling in school, special consideration may be granted which would allow the Family to receive AFA up to 90 days.
