Rear Admiral (Lower Half) Michael F. Perry - Chief of Staff, New York Naval MilitiaRear Admiral (Lower Half) Michael F. Perry graduated in 1982 with a B.A. in Political Science from SUNY Albany and M.P.A. in Public Finance from Rockefeller College in 1985. Most recently, he graduated with a Master’s Degree in Strategic Studies from the US Army War College in 2009 and Advanced JPME certification from the National Defense University in 2015.

Rear Admiral Perry received a Direct Commission as an Ensign in the Supply Corps of the US Navy Reserve in 1991 and concurrently joined the Naval Militia on the same day. His primary USNR assignments upon graduating from the Navy Supply Corps School in 1993 included:

A Seabee Combat Warfare, Navy Expeditionary Supply Corps, and Major Command qualified officer, Rear Admiral Perry’s Federal military decorations include the Defense Superior Service Medal as well as numerous other lesser individual and unit awards. He has also earned numerous State awards for military service on State Active Duty in support of the Naval Militia. Most recently, he received NYS Meritorious Service Medals for service as NORTHCOM Regional Commander and Chief of Staff of the Naval Militia from July of 2021 through October of 2023 and helping lead efforts to design and construct the Javits New York Medical Station from March through May of 2020 in support of Operation COVID-19. His previous Naval Militia assignments include serving as the N4 and N2 of the Militia’s Headquarters Staff.

Rear Admiral Perry retired from an over thirty-year career in support of the construction and consulting contracting programs of several different State agencies in 2016 and as a Captain from the USNR in 2019. He resides in Averill Park, NY, with his wife, Nancy.
